DA01--NEW - Managerial Cost Accounting SaaS

The Department of Veterans Affairs is seeking a commercial off‑the‑shelf (COTS) Software‑as‑a‑Service (SaaS) solution for managerial cost accounting. The contractor must provide the SaaS platform, integration with VA’s existing financial and clinical systems, configuration, testing, training, and ongoing support. The solution must meet stringent federal security standards (FedRAMP, NIST SP 800‑53 Rev 5, VA ATO), support at least 2,000 cost centers, ingest 130 million records per month, process monthly cost models within three business days, and be hosted within the continental United States. The contract is a firm‑fixed‑price subscription for a 12‑month base period with up to four 12‑month options (maximum 60 months). The contractor will also deliver a project‑management plan, monthly progress reports, and a kickoff meeting within three days of award. • Provide a cloud‑hosted managerial cost accounting SaaS platform (COTS) • Integrate with VA’s Summit Data Platform, CDW, FMS, iFAMS, VistA, Oracle Health, etc. • Achieve VA Authority to Operate (ATO) within 60 days of intake • Support ≥2,000 cost centers and ≥100,000 cost activities, ingest ≥130 M records/month • Meet FedRAMP Moderate impact level, NIST 800‑53, HIPAA, Section 508, and other VA directives • Deliver implementation services: data integration, cost‑model configuration, migration, training (up to 2 virtual sessions + admin training for 8 users), and production deployment • Provide 24/7‑ish (8 am‑8 pm EST) support from U.S.‑based staff, with 1‑hour outage response time • Contract period: 12 months base, four optional 12‑month extensions (max 60 months).
