Description

The National Institute of Neurological Disorders and Stroke (NINDS) is seeking a senior‑level consultant to serve as a Subject Matter Expert with patient‑advocacy expertise for its Ultra‑rare Gene‑based Therapy (URGenT) Network. The contractor will act as a member of the URGenT External Counselor Board, providing strategic scientific and business guidance on drug‑discovery and development projects, and will attend up to eight virtual meetings per year plus an annual on‑site visit. The effort is a small‑business‑only, fixed‑price purchase order with a base year of one year (Nov 6 2026‑Nov 5 2027) and two optional one‑year extensions. Travel reimbursement is capped at $1,400 per year, and the contractor must comply with extensive HHS security, data‑rights, and accessibility requirements.

Budget estimate

$25,000 – $90,000

The contract is based on roughly 50 labor hours per year (base) with an optional 50 additional hours, plus up to $1,400 per year in reimbursable travel. Assuming a senior‑level hourly rate constrained by the Executive Schedule Level II cap (≈$200 / hr), the base effort could generate about $10,000–$12,000 annually. Adding the optional hours and travel brings the total to roughly $20,000–$30,000 per year; over the three‑year maximum term the contract value could range between $60,000 and $90,000.
