The Department of Homeland Security’s Federal Emergency Management Agency (FEMA) is conducting market research to assess industry capability for providing nationwide disposal services for excess, expired, damaged, contaminated, or otherwise unusable emergency‑response commodities stored at FEMA facilities. The effort seeks information on handling a wide range of items—including meals, water, hygiene kits, medical supplies, plastic sheeting, and hazardous or regulated waste—and on both surge (disaster) and steady‑state (routine) disposal capacities across the continental United States and potentially U.S. territories. Respondents will detail their experience, geographic reach, equipment, permits, sustainability practices, pricing approaches, and past performance. This RFI does not represent a solicitation or award; responses will inform future contracting decisions.
• Scope: Nationwide collection, transportation, treatment, recycling, or disposal of emergency‑response commodities.
• Required capabilities: Hazardous‑waste handling, regulated medical waste compliance, surge response within 24‑72 hours, and ongoing routine disposal schedules.
• Geographic focus: CONUS (48 states + DC) with optional capability for Alaska, Hawaii, Puerto Rico, Guam, and other territories.
