Description
This solicitation seeks a qualified contractor to operate, maintain, and ensure regulatory compliance of the wastewater treatment plant (WWTP) and potable water treatment plants (PWTP) serving the New Lisbon Developmental Center (NLDC). The work includes continuous 24‑hour on‑call operation, routine and preventive maintenance, chemical management, regulatory reporting, emergency overtime, and spray‑field irrigation of reclaimed water. The contract is a three‑year base term (07/01/2027 – 06/30/2030) with two optional one‑year extensions, and it is subject to a small‑business subcontracting set‑aside.
• Provide all‑inclusive monthly operation fees covering labor, chemicals, routine maintenance, and compliance monitoring for both WWTP and PWTP.
• Maintain required State and federal permits, submit quarterly and annual environmental reports, and handle emergency response within 4 hours.
• Manage spray‑field mowing, part replacements (≤ $250 covered in fee, > $250 reimbursable), and any special‑project work with a capped 15 % markup.
• Must maintain Public Works Contractor Registration, Business Registration, appropriate professional liability insurance, and a licensed NJ wastewater operator on staff.
• All pricing must be submitted using the State‑Supplied Price Sheet; no bid bond is required.
