RFP: Construction Management Services for the Ultraviolet Disinfection Replacement, District Project 100012 (RE-ISSUE)

Central Contra Costa Sanitary District is seeking a qualified consulting firm to provide full‑service construction management for the replacement of its ultraviolet disinfection system (District Project 100012). The contractor will act as Construction Manager, Resident Engineer, and Construction Inspector, handling pre‑construction constructability reviews, bid‑phase assistance, daily site oversight, schedule and cost control, change‑order administration, safety compliance, and final close‑out documentation. All work must be coordinated through the agency’s Procore system and will be performed at the Martinez wastewater‑treatment plant. • Scope includes new UV buildings, switchgear/substation, large‑piping, temporary power, commissioning, and NPDES compliance. • Project budget ≈ $101 M; construction‑management fee budget ≈ $7 M; contract term 5 years starting after notice to proceed (≈ Feb 2027). • Minimum qualifications: ≥10 years wastewater‑field consulting, ≥5 years managing > $25 M projects, Procore proficiency, Northern‑California office, and qualified staff (Construction Manager, Inspectors, Scheduler, Estimator, Safety Officer).
