The Maryland Transportation Authority (MDTA) is seeking a qualified small‑business consulting firm to provide comprehensive Electronic Toll Collection (ETC) services for its ETC Program Management Office. The scope covers project‑management support, system inspections, business and financial analysis, traffic and revenue studies, AI‑enabled analytics, payment‑system development, standards certification, public‑private partnership facilitation, design, cost estimating, construction management, public‑meeting support, RFP and specification development, scheduling, and related consulting activities for existing and future tolling facilities across Maryland. Work will be performed on a task‑order basis over an anticipated six‑year contract valued at roughly $5 million, with immediate response capability required for assignments.
• Provides on‑call and on‑site consulting for tolling, automated‑vehicle, and related transportation technologies.
• Includes project‑management, inspection, financial/traffic analysis, AI analytics, payment‑system deployment, standards collaboration, and public‑private partnership development.
• Requires expertise in engineering, operations, roadside and back‑office toll systems, and familiarity with MDTA/MDOT standards (AASHTO, MUTCD, SHA).
• Must support rapid mobilization (response within 3 days, 24 hours for emergencies) and deliver monthly progress reports and invoices.
• Small Business Reserve (SBR) procurement with MBE (29 %) and VSBE (1 %) participation goals; joint‑venture proposals permitted if SBR criteria are met.
