Security Guard Services at City Hall & Annex

The City of Port Arthur is seeking a qualified security firm to provide armed guard services for City Hall and the adjacent Annex building. The contract will be for approximately one year with two optional one‑year renewals. Two guards will be stationed at the main lobby and annex lobby Monday‑Friday, 8 am‑5 pm, with occasional night and special‑event coverage. Guards must be armed, licensed by the Texas State Board of Private Investigators and Security Agency, and meet strict qualification standards (U.S. citizenship, background check, driver’s license, uniform compliance, etc.). The contractor must supply uniforms, handle all personnel costs, maintain required insurance, and submit detailed timesheets and logs. Proposals must be sealed, include pricing (hourly rates for each location and overtime), references, and compliance documents.
