Description

The Department of Veterans Affairs (VA) is seeking information from potential sources to provide Health Care for Homeless Veterans (HCHV) Contracted Residential Services. The services will be provided in multiple locations, including Metro Denver, CO, Fort Collins, CO, Bozeman, MT, Kalispell, MT, and Missoula, MT. The contractor will be responsible for delivering therapeutic rehabilitative services, case management, and coordination with VA clinical staff. The goal of the program is to reduce homelessness among Veterans by providing temporary, short-term housing and supportive services. Some key points to consider: • The contractor must have experience serving homeless individuals and providing residential services. • The contractor will be responsible for providing a safe and sanitary environment for the Veterans, including food, shelter, and access to medical care. • The contractor will be required to comply with all federal, state, and local laws, as well as VA regulations and policies. • The contractor will be responsible for maintaining accurate records and providing reports to the VA on a quarterly basis. • The contractor will be required to participate in performance monitoring and corrective action plans as needed.

Budget estimate

$5,000,000 – $20,000,000

The budget for this opportunity is difficult to estimate, as the document does not provide a specific dollar amount for the contract. However, based on the scope of the project and the fact that it is a multiple-award contract, it is likely that the budget will be substantial. The contract will be for a base year with four option years, which may be exercised to extend the period of performance per contract. The contractor will be paid on a per diem basis for each eligible Veteran's stay in the residential facility. The per diem rate will include the cost of housing, food, and other services provided to the Veterans. Given the complexity of the project and the fact that it is a multiple-award contract, a reasonable estimate for the budget might be between $5 million and $20 million per year, depending on the number of Veterans served and the cost of the services provided. This estimate is based on the assumption that the contractor will provide services to a minimum of 50 Veterans per year, with an average length of stay of 60 days, and an average per diem rate of $100 per day. The total budget for the contract, including all option years, could be between $25 million and $100 million. However, this is a rough estimate and the actual budget could be higher or lower, depending on a variety of factors, including the number of Veterans served, the cost of the services provided, and the performance of the contractor.
