The lease is a fully‑served, turnkey arrangement with a 20‑year term (15‑year firm term plus renewal option) where the lessor provides all building‑shell costs, tenant‑improvements, operating expenses, taxes, insurance, and security upgrades. The vendor must meet extensive VA requirements for building quality, seismic compliance, energy‑star certification, accessibility, floodplain avoidance, and proximity to transit and amenities. The award will be based on best‑value evaluation of price and technical factors.
