Description

The State of Vermont seeks a qualified contractor to deliver comprehensive onsite occupational health services for multiple state agencies. Services include hearing (audiometry) testing, respirator fit testing (qualitative and quantitative), medical clearance for respirator and silica exposure, pulmonary function testing, chest X‑ray with B‑reading, TB skin testing, hepatitis B vaccination and titer verification, height/weight/vital sign collection, and related health questionnaires. Work will be performed at ten Agency of Transportation locations (with potential expansion to psychiatric hospital, correctional facilities, and other state sites) and must comply with OSHA, MSHA, and related federal regulations, as well as Vermont cybersecurity and environmental sustainability standards. • Provide onsite, CAOHC‑certified audiometric testing with daily equipment calibration. • Conduct OSHA‑compliant respirator fit testing and respirator/ silica medical clearances. • Deliver ancillary health services (TB screening, hepatitis B vaccination, chest X‑rays, pulmonary function tests) and generate same‑day reports to employees and agency safety officers. • Maintain detailed record‑keeping, quarterly reporting, and adhere to confidentiality (29 CFR 1910.1020) and respiratory protection (29 CFR 1910.134) regulations. • Contract term is 24 months (with up to three optional 12‑month renewals), starting approximately November 1 2026.

Budget estimate

$1,000,000 – $3,000,000

Based on a 24‑month contract providing a comprehensive suite of occupational health services to ten (potentially more) state sites, the budget is likely to fall in the low‑to‑mid single‑digit millions. Estimating roughly $4,000–$6,000 per employee per year for testing, vaccinations, and reporting (assuming 200 employees per site ≈ 2,000 employees total) yields $8–$12 million, but factoring state pricing pressures, economies of scale, and a competitive bid environment likely reduces the award to roughly $1–$3 million over the contract term.
