Description

The Veterans Health Administration (VHA) is seeking a Veteran‑Owned Small Business (VOSB) to provide comprehensive water and dialysate testing services for its Black Hills Health Care System dialysis and sterile processing (SPS) departments. The contractor must perform microbiological (CFU), endotoxin (EU), and a full suite of chemical analyses in compliance with AAMI standards (23500:2019 for dialysis water and ST108:2023 for SPS water). Services include sample collection equipment, shipping materials, laboratory analysis, rapid reporting (within four calendar days), and training of VHA staff on proper sampling techniques. Work will be performed at VA facilities in Hot Springs, SD and Fort Meade, SD, with results delivered electronically or in hard copy. The contract is a set‑aside for VOSBs and requires ISO/IEC 17025:2017 accredited laboratories capable of the specified methods. • Perform CFU, endotoxin, and chemical panel testing per AAMI 23500:2019 and ST108:2023. • Provide sample collection kits, shipping containers, and return‑shipping logistics (≈60 shipments per year). • Deliver test results within 4 calendar days; issue immediate alerts for out‑of‑spec results. • Offer in‑person or remote training on sample collection for VHA personnel. • Must hold ISO/IEC 17025:2017 accreditation and demonstrate competency on the required methods. • Work locations: Hot Springs VA Medical Center (Renal Dialysis) and Fort Meade VA Medical Center (SPS).

Budget estimate

$500,000 – $1,200,000

The solicitation does not disclose a contract value. Based on the scope—multiple microbiological, endotoxin, and extensive chemical panels for two VA facilities, estimated at roughly 60 sample shipments per year, plus equipment provision and training—the total annual spend is likely in the mid‑six‑figure range. Assuming a 3‑year contract, a reasonable ballpark would be between $500,000 and $1,200,000, depending on labor rates, test volume, and equipment costs.
