The State of West Virginia, Offices of the Insurance Commissioner (OIC) is seeking a qualified vendor to conduct a statutory financial examination of the Health Plan Group—comprising The Health Plan of West Virginia, Inc. and THP Insurance Company—for the period January 1 2023 through December 31 2026. The vendor must provide a certified financial examiner (CFE) as Examiner‑in‑Charge, an IT specialist (AES or CISA), and an actuarial specialist, all with specific experience and certifications. The scope includes planning, budgeting, field work, supervisory review, preparation of a formal examination report and management letter, and follow‑up procedures, with monthly status reporting and two required monthly status meetings. All work is expected to begin August 2 2027 and conclude by June 30 2028, with deliverables submitted within 14 calendar days of field‑work completion. Bids are to be submitted electronically or on paper, with a bid opening on November 16 2026.
• Conduct full NAIC‑compliant financial examination of two insurance entities
• Provide CFE‑qualified Examiner‑in‑Charge (≥ 8 years experience) and supporting specialists
• Deliver planning memorandum, budget, status reports, and final examination report/management letter
• Maintain FedRAMP‑approved environment and adhere to confidentiality and conflict‑of‑interest rules
• Submit hourly‑rate based bid covering financial, supervisory, actuarial, and IT review components
