This solicitation seeks a qualified occupational‑health provider to deliver comprehensive drug‑and‑alcohol testing, pre‑employment, fitness‑for‑duty, return‑to‑duty, and change‑of‑position medical examinations for Gwinnett County employees and job applicants on a year‑long contract with up to four optional one‑year extensions. The contractor must operate 24 × 7 for random and reasonable‑suspicion testing, maintain HHS‑certified laboratories, provide a DOT‑qualified Medical Review Officer, and report results securely in compliance with HIPAA and DOT regulations. The award will be based primarily on technical capability (90 pts) and secondarily on cost (20 pts).
• 24/7 drug/alcohol testing for ~400 random selections annually plus ad‑hoc reasonable‑suspicion tests.
• Full suite of medical exams (pre‑employment, fitness‑for‑duty, return‑to‑duty, etc.) with required labs, vision, hearing, TB, EKG, etc.
• Minimum insurance coverage includes $2 M general liability, $1 M professional liability, $1 M automobile, and other specialized policies; insurer must hold an A‑10 (or better) rating.
