Description

The State of Tennessee’s Department of Human Services is seeking a statewide vendor to provide comprehensive assistive‑technology (AT) services for vocational rehabilitation clients. The contract will cover AT assessments, training, delivery, installation, ongoing support, inventory management, and quarterly collaboration with VR staff across six defined service areas. The vendor must hold appropriate security certifications, possess qualified AT professionals, and comply with a wide array of federal and state regulations. • Deliver functional‑capacity assessments and written AT recommendation reports. • Provide user‑training, device delivery, installation, and technical support (including remote troubleshooting). • Maintain AT inventories, submit monthly and quarterly reports, and attend quarterly VR staff meetings. • Meet strict insurance, security (e.g., ISO 27001, FedRAMP), and data‑privacy (HIPAA, FERPA) requirements, and certify compliance with AI‑policy and anti‑illegal‑immigrant provisions. The contract term is five years (Oct 1 2026 – Sep 30 2031) with a potential total ceiling of roughly $7.8 million across all service areas.

Budget estimate

$1,500,000 – $8,000,000

The solicitation’s historical utilization data indicate an estimated annual spend of $1.56 million across all six service areas, totaling approximately $7.8 million over the five‑year contract term. A vendor winning a single service area could expect roughly $200k–$660k per year (≈ $1–$3.3 million over five years), while a vendor securing multiple areas could capture the full ceiling. Therefore, the potential earnings range from about $1.5 million (single‑area scope) up to $8 million (full‑state award). Factors influencing the final amount include the number of service areas awarded, the vendor’s pricing strategy, and any negotiated extensions or additional services.
