PROFESSIONAL BEHAVIORAL HEALTH & WELLNESS FOR CITY POLICE & FIRE DEPT

The City of Wilmington seeks a qualified provider to deliver a comprehensive behavioral health and wellness program for its fire and police personnel and their immediate families. The scope includes annual wellness visits, individual and family counseling, critical‑incident stress debriefings, educational trainings, tele‑health services, 24/7 crisis response, and ongoing program reporting and evaluation. The contract is for an initial three‑year period with two optional one‑year extensions and will be awarded to the firm that scores highest on public‑safety experience, staff qualifications, and service delivery model. • 500‑600 annual in‑person wellness visits (first year) plus tele‑health options thereafter • Confidential counseling for PTSD, anxiety, depression, substance‑use, family issues, and retirement transition • Rapid‑response critical‑incident debriefings and 24/7 crisis support • Quarterly utilization reports and annual program evaluation • Must be licensed in NC, have ≥5 years experience with first‑responder agencies, and possess $1 M professional liability insurance.
