Professional Support Services - WAN Optical Services (Optional Circuits)

The Department of Health and Human Services (HHS), NIH Center for Information Technology (CIT) seeks a contractor to provide ongoing WAN optical services—including delivery, installation, maintenance, program and project management, change management, communications, community outreach, and technical support—for multiple 10‑Gigabit Ethernet circuits linking the NIH’s Phoenix bioscience core, the Translational Genomics Research Institute (TGEN), and other cross‑site research facilities. The requirement is being issued as a sole‑source modification to an existing contract because Zayo Group, LLC is the only provider with the necessary conduit pathways and operational continuity. • Provide WAN optical services for two new 10 GbE circuits (Phoenix ↔ NIH NCCS) and five additional circuits for redundancy and future capacity. • Deliver, install, and maintain dark‑fiber, wavelength, and CloudLink services as detailed in Attachment A (optional items include multiple dark‑fiber routes, long‑haul wavelengths, and cross‑connection materials). • Perform program/project management, change management, and technical support to ensure uninterrupted mission‑critical data communications. • Submit a capability statement via email to Contracting Officer Whitney Monkam by 9:00 AM EDT, August 27 2026. • Contractors must be SAM‑registered and hold required certifications.
