FLEXIBLE SPENDING ACCOUNT, HEALTH REIMBURSEMENT ACCOUNT & COBRA ADMINISTRATION

The City of Charlottesville is seeking a vendor to provide Flexible Spending Account (FSA), Health Reimbursement Account (HRA), and COBRA administration services for its employees. The selected vendor will be responsible for providing end-to-end administration, including plan design, implementation, and maintenance, as well as customer service and support. The vendor must also ensure compliance with all applicable federal, state, and local laws and regulations. Some key requirements include: • Providing an experienced and dedicated account management team • Preparing and maintaining legally compliant plan documents and Summary Plan Descriptions (SPDs) • Guaranteeing HIPAA, privacy, and security compliance • Performing nondiscrimination testing as required by law • Providing employer reporting, account reviews, planning, and annual renewal support • Delivering a high-quality customer service experience for employees and retirees The City has approximately 1,100 regular, benefits-eligible employees, and the vendor will need to work with the City's Benefits Consultant and other stakeholders to ensure a smooth transition and implementation of the new administration services.
