Delaware Statewide Birth to Three Early Intervention

Delaware’s Department of Health and Social Services is seeking qualified vendors to deliver statewide Birth‑to‑Three (B‑3) Early Intervention services. The contract covers three mandatory service families: direct therapeutic services (OT, PT, SLP, audiology, vision, assistive technology, nursing, nutrition, etc.), service coordination and eligibility evaluation, and psychological assessments. All services must be provided in natural environments, follow IFSP guidelines, and be delivered by staff holding the appropriate Delaware licenses or certifications. Vendors must submit a detailed budget, meet extensive insurance and background‑check requirements, and comply with reporting obligations (monthly usage reports, quarterly subcontractor reports, progress/outcome reporting). The base period is one year with two optional one‑year extensions and up to three months of month‑to‑month extensions.
