Professional Services Solicitation No. 2027-PROF-ENG-1, Kapaa Homesteads Well No. 4 Drill and Test

The County of Kaua‘i Department of Water is seeking qualified engineering firms to provide professional services for the final phases of the Kapaa Homesteads Well No. 4 project. The scope includes overseeing a pump test, collecting water samples, logging data, and delivering a Pump Test Report with recommendations on pump capacity and depth. A Preliminary Engineering Report must also be prepared for submission to the Department of Health. Submissions are Statements of Qualifications (SOQs) limited to 10 pages, using size‑12 font, and must include firm background, staff qualifications, relevant project experience, and references. The award will be made after electronic submission of SOQs by October 30, 2026; the contract will be posted within seven days of award. • Oversee and conduct pump test, including water sampling and data logging. • Prepare Pump Test Report with results and recommendations. • Prepare Preliminary Engineering Report for health department approval. • Submit a 10‑page SOQ (SF 330 or DPW 120 format encouraged). • Provide firm information, staff qualifications, past project references (minimum five, two recent). • Must meet extensive insurance requirements (CGL, automobile, workers’ comp, professional liability, etc.). • All work to be performed in electronic form via the public purchase portal.
