The Commonwealth of Kentucky is seeking a vendor to provide Financial Management Services (FMS) for the Participant-Directed Service (PDS) model of the 1915(c) Medicaid waiver programs. The selected vendor will be responsible for providing FMS to PDS participants, including electronic visit verification, processing claims and invoices, issuing paychecks to PDS employees, and providing financial reports. The vendor will also be required to develop and maintain a comprehensive policies and procedures manual, implement a user-friendly electronic system, and provide training and support to PDS participants and Case Managers. The contract is expected to start on August 1, 2026, and the vendor will be required to work with the Department for Medicaid Services (DMS) to transition financial management services from the existing providers. • The vendor will be responsible for serving approximately 15,640 PDS participants across Kentucky. • The vendor will be required to provide FMS for the five 1915(c) Medicaid waiver programs, including Acquired Brain Injury (ABI), Acquired Brain Injury Long Term Care (ABI-LTC), Home and Community Based (HCB), Michelle P. Waiver (MPW), and Supports for Community Living (SCL). • The vendor will be required to develop and maintain a comprehensive policies and procedures manual related to FMS. • The vendor will be required to implement a user-friendly electronic system that connects with the State's EVV system for payroll and payment processes. • The vendor will be required to provide training and support to PDS participants and Case Managers.
