Hosted Municipal Accounting Reporting Solution MARS

The State of Oregon is seeking a proposer to design, implement, host, support, and maintain a software solution for a new Municipal Accounting and Reporting Solution (MARS). The solution will provide streamlined administration and maintenance, automated processes and workloads, dynamic reporting, and adaptability to changing business needs. The solution must meet statutory compliance and performance benchmarks, and the proposer will be responsible for integrating the solution with external systems, including a payment portal. Key features of the solution include user access and identity management, entity and firm profile management, annual filings, communications and notifications, and reporting tools. The project is expected to follow a phased or agile implementation approach, and the proposer will be responsible for providing ongoing support and maintenance. • The solution must support up to 10 role-based user types and 5,000 unique user accounts. • The solution must provide online submission, automated fee and payment processing, and role-based access for both internal and external users. • The solution must be accessible across devices and browsers, supporting both Agency internal staff and external authenticated users. • The solution must provide historical tracking of changes to user data and support for multiple filing types per Municipal Corporation per year. • The solution must include a payment portal with e-check, credit, and debit payment capabilities.
