Description

The State of Delaware’s Workforce Development Board is seeking a qualified provider to deliver a comprehensive In‑School Youth (ISY) program for Delaware‑resident youth ages 14‑21. The vendor must furnish career exploration, counseling, trauma‑informed mental‑health services, occupational‑skills training aligned to high‑demand occupations, and paid/unpaid work‑experience (WEX) opportunities, while meeting all 14 mandatory WIOA youth elements and a 25 % WEX spend requirement. The contract runs July 1 2025 through June 30 2026 with up‑to‑four optional one‑year extensions, and the total funding pool is $2.1 million. Proposals are evaluated on demonstrated ability, program design, outcomes, cost, employer participation, digital‑literacy and AI components. • Serve Delaware‑school‑enrolled youth (14‑21) with low‑income or other WIOA‑eligible status. • Provide case‑managed services, Individual Service Strategies, and post‑exit follow‑up for 12 months. • Secure at least three employer partners, allocate ≥25 % of budget to WEX wages, and embed digital‑literacy/AI training. • Submit a detailed budget (no overhead/profit line) and meet mandatory pre‑bid meeting attendance.

Budget estimate

$1,800,000 – $2,100,041

The solicitation indicates an anticipated total funding pool of $2,100,041 for the ISY contract year. Assuming the award will capture the full ceiling, the vendor’s revenue would be roughly that amount less any mandatory 10 % indirect cost cap (which is not allowed as profit). Realistically, a competitive bid might be awarded between 85 % and 100 % of the ceiling, yielding an estimated budget range of about $1.8 million to $2.1 million. Factors influencing the final amount include the vendor’s cost structure, the proportion of funds allocated to WEX (minimum 25 %), and any cost‑share or in‑kind contributions.
