Engineering Svc - CSAH 23 Reconstruct Project Ph2

Hennepin County is seeking proposals for engineering design services for the CSAH 23 (Marshall St NE) Phase 2 Reconstruction Project. The project involves replacing aging infrastructure and implementing Complete and Green Street design strategies to improve safety, accessibility, and comfort for all modes, ages, and abilities along the corridor. The scope of services includes preliminary design engineering services, public engagement, and all associated tasks necessary for project delivery. Proposers must follow the specific format and content detailed in Attachment 2. The project cost will be negotiated with the highest ranked proposer. • The project is located in the City of Minneapolis along County State Aid Highway (CSAH) 23 between Lowry Ave NE (CSAH 153) and St. Anthony Pkwy. • The County will use a Qualifications-Based Selection (QBS) process to select a proposer. • Proposals are due by July 22, 2026, at 1:00 p.m. CST. • Questions concerning the RFP should be submitted in writing via email to Eric Ampadu and Emily Goodell.
