Parents as Teachers - Home Visiting Program

The Delaware Department of Education is seeking a single prime vendor to deliver the Parents as Teachers (PAT) evidence‑based home‑visiting program for families from prenatal through age three across New Castle, Kent, and Sussex counties. The contractor will manage program operations, conduct home visits, organize group sessions, coordinate community resources, perform child health and developmental screenings, and submit monthly data and reports via the state’s Penelope system.
