Description

The Los Angeles County Sanitation Districts is seeking a qualified developer to design, construct, and operate a carbon‑dioxide capture and utilization (CCU) facility at the A.K. Warren Water Resource Facility in Carson, California. The effort will be carried out through an electronic bid process on QuestCDN, with all proposals submitted electronically by the deadline. The scope includes engineering design, procurement, construction, and long‑term operation of a facility that captures CO₂ from waste‑water processes and converts it into usable products, supporting the District’s sustainability and emissions‑reduction goals. • Design, engineering, and construction of a carbon‑capture and utilization plant (including permits, drawings, and specifications). • Integration of the CCU system with the existing water‑resource infrastructure at the Warren Facility. • Ongoing operation, maintenance, and performance monitoring of the CCU plant. • Compliance with all local, state, and federal environmental regulations and reporting requirements. • Delivery of the project through electronic bidding on QuestCDN, with full documentation required for plan‑holder status.
