Arbitrage Rebate Compliance Services

The City of Raleigh is seeking a firm to provide arbitrage rebate compliance services. The selected firm will be responsible for preparing computations to determine excess earnings (rebate) using methodologies described in IRS Treasury Regulations under Section 148 of the Internal Revenue Code and providing a deliverable report. The report will be divided into sections containing summary and detailed information related to the rebate computation. The firm will also assist the City in preparing or causing to be prepared any schedules, reports, or records necessary to perform or support a calculation of arbitrage liability. Some key responsibilities of the selected firm include: • Gather and review all necessary documentation • Perform required calculations, including arbitrage yield and arbitrage liability • Create and maintain records necessary to determine arbitrage liability • Assist the City in preparing or causing to be prepared any schedules, reports, or records necessary to perform or support a calculation of arbitrage liability • Prepare annual arbitrage rebate computations to monitor ongoing compliance and avoid penalties • Consult with City Treasury staff, financial advisors, bond counsel, tax counsel, and trustee as directed regarding arbitrage-related matters The contract will run for an initial term of three years, with the City having the option to renew for two additional one-year terms.
