MNIT/HLB ALIMS Support

The State of Minnesota is seeking a vendor to provide customization, modification, support, and maintenance services for the Automated Licensing and Information Management System (ALIMS), a regulatory management software platform used by 16 Health Licensing Boards. The selected vendor will be responsible for providing ongoing development, integration, enhancements, core code updates, and modifications to ensure ALIMS functions to meet the needs of each Board, addresses any security concerns, and provides training for state staff. The contract term is anticipated to be 24 months, with the option to extend up to an additional three years. Key features of the ALIMS platform include: * WebAPI/Entity Framework Data Access * Internal Application (thick client) * Online Application * Reporting environment using Microsoft Reporting Services The vendor will be required to provide services such as: * Ongoing development and maintenance * Feature enhancements * Support and maintenance * Training for state staff * Knowledge transfer The evaluation process will involve a two-tier scoring methodology, with the first tier evaluating responsiveness and pass/fail requirements, and the second tier evaluating the technical capabilities, cost, and accessibility of the proposed solution. • The State of Minnesota is committed to diversity and inclusion in its public procurement process. • The State reserves the right to reject any and all responses, waive or modify any informalities, irregularities, or inconsistencies in the responses, and negotiate with the highest-scoring responder. • The State will conduct an evaluation of responses to this solicitation, and the evaluation process will be completed by July 31, 2026. • The State allows joint ventures among groups of responders when responding to the solicitation. • The State reserves the right to request additional information and to use estimated usage or scenarios for the purpose of conducting pricing evaluations.
