Delaware Health Information Network (DHIN) Financial Statement Audits

The State of Delaware’s Office of the Auditor of Accounts is seeking a qualified public accounting firm to perform annual financial‑statement audits (including any required federal audit components) for the Delaware Health Information Network (DHIN) for fiscal years ending June 30, 2026 and June 30, 2027. The engagement must be performed in accordance with AICPA and Government Auditing Standards (Yellow Book), with all work‑products delivered electronically and no subcontracting allowed. The contract is a two‑year, time‑and‑materials award with rates fixed through 12/31/2027 and an option for two additional one‑year renewals. • Perform full‑scope financial‑statement audits (including internal‑control testing) for DHIN’s FY 2026 and FY 2027. • Deliver draft, second‑draft, and final reporting packages on the schedule outlined in the RFP (drafts in September/October, final reports by 23 Oct 2026 and 22 Oct 2027). • Provide immediate written notice to AOA of any known or potential fraud, waste, or abuse and retain all audit documentation for five years. • Comply with strict data‑security, “U.S.‑only” data‑storage, and cyber‑liability insurance requirements; no subcontractors or third‑party service providers may be used for audit work.
