Cornerstone Initiative Request (CIR) CS-24-1801 Defense Industrial Base Workforce Development Initiative

The U.S. Army Combat Capabilities Development Command – Chemical Biological Center (DEVCOM CBC) is seeking proposals for the Defense Industrial Base Workforce Development Initiative. The goal of this initiative is to develop a pipeline of highly skilled talent through targeted training programs, public-private partnerships, and hands-on apprenticeship models aligned with emerging defense and advanced manufacturing needs. The initiative will focus on four critical capability areas: Critical Minerals, Kinetics, Industrial Manufacturing Technologies, and Microelectronics. • The proposal shall be fixed price. • The Project Call CIR is restricted to Cornerstone Consortium members only. • Entities must have an active registration in SAM.gov, a favorable status in Federal Awardee Performance and Integrity Information Systems, and be members of the Cornerstone Consortium to be eligible to submit a proposal. • The evaluation process will be a one-step process, where offerors submit a full technical and cost proposal.
