Citywide Landscape Maintenance Services

The City of Signal Hill is seeking a qualified contractor to provide comprehensive, citywide landscape maintenance services for the 2027 calendar year. The contract covers routine horticultural tasks, irrigation system operation, pest management, cleaning of public spaces, and required reporting. The contractor must hold a California C27 landscape contractor license, be registered with the DIR, provide required bonds and insurance, and be capable of self‑performing at least 80 % of the work. The award will be based on the lowest responsive and responsible bid, with a 90‑day bid validity period and possible extensions or renewals. • Core services include mowing, trimming, pruning, fertilizing, irrigation upkeep, weed control, stream and restroom cleaning, and seasonal plant replacement. • Mandatory compliance with prevailing‑wage laws, workers’ compensation, general liability and automobile insurance, NPDES reporting, and an integrated pest‑management plan. • Mandatory monthly invoicing with supporting checklists, quarterly waste‑tonnage and chemical‑use reports, and strict response times (≤ 2 hours for emergencies, ≤ 24 hours for routine requests). • The contract term is one year (January 1 2027 – December 31 2027) with options for up to three additional one‑year renewals and a 180‑day administrative extension.
