Description

The Massachusetts Port Authority (Massport) is seeking an experienced operator to manage, fit‑out, and run the Marine Innovation Facility at Boston Fish Pier. The operator will be responsible for daily facility operations, program development for marine‑technology innovators, maintenance of the interior space, coordination of water‑interface infrastructure, and extensive community outreach. The contract will be a license agreement with an initial three‑year term plus up to two one‑year extensions, and the operator must finance all interior fit‑out costs while covering ongoing operating expenses. • Operate a ~6,250 ft² waterfront research/incubator space with 40‑person capacity, elevators, electrical service, and dock access. • Deliver a marine‑technology program (research, prototyping, events) and manage user scheduling, staffing, and safety compliance. • Fund all interior improvements, day‑to‑day operating costs, and provide a sustainable revenue model (license fee or revenue‑share) to Massport. • Conduct community outreach to surrounding municipalities and underserved groups. • Coordinate with Massport on dock, crane, and shore‑power infrastructure and adhere to non‑discrimination and Title VI requirements.

Budget estimate

$2,500,000 – $12,000,000

No explicit contract value is disclosed. Based on comparable waterfront research‑facility operators and the requirement that the operator fund all interior fit‑out (estimated $2‑4 M) and cover operating expenses (estimated $1‑2 M per year), a reasonable total contract outlay over the maximum five‑year term would range from roughly $5 M to $12 M. The operator’s revenue‑share or license fees would likely be structured to provide a net profit margin of 10‑20 % of annual revenues, yielding an estimated earnings range of $500 k to $2 M per year, or $2.5 M to $10 M over the full term.
