Project 7 Water Treatment Plant Facility Master Plan and Emergency Operations Plan

The Project 7 Water Authority is seeking proposals to prepare a facility master plan and emergency operations plans for the existing water treatment plant and its associated infrastructure. The scope of work includes performing a review of existing facilities, identifying potential regulatory changes, and assessing deficiencies and vulnerabilities in the system. The selected consultant will be required to develop a facility master plan and emergency operations plans, including planning-level cost estimates for any recommended infrastructure improvements. • The facility master plan aims to help Project 7 understand capital projects necessary within the next 50 years to meet maintenance, capacity, regulatory, and resiliency needs. • The emergency operations plan will identify actions to address changes in water quality, distribute limited water supply, and deliver Uncompahgre River or Cedar Creek water to the treatment plant in the event of a supply disruption. • The consultant will be required to attend monthly meetings, coordinate with member entities, and provide monthly invoices with cover letters summarizing work performed. • The project schedule is expected to be completed by September 1, 2027.
