PRO RFP 2880 General Liability Third Party Administrator Services

Marin County is seeking a qualified firm to serve as the third‑party administrator for its self‑insured General Liability program. The contractor will be responsible for full claims life‑cycle management, statutory notice compliance, subrogation, litigation coordination, data migration, reporting, and trust‑fund accounting. The work will be performed remotely with quarterly video‑conference file reviews and will require a robust claims‑management platform and appropriate insurance coverage. • Administer all General Liability and Auto Liability claims from intake through settlement, ensuring compliance with the California Government Claims Act. • Provide statutory notice preparation, subrogation services, and coordination with County counsel for litigation. • Deliver regular statistical, actuarial, and mandatory Medicare/Section 111 reports, and maintain an online claims‑management system for County access. • Manage the County’s General Liability trust‑fund checking account, issue secure checks, and produce monthly accounting reconciliations. • Transition all existing claim data to the new administrator and return all records at contract termination.
