The URA of Pittsburgh is issuing an on‑call, multi‑year RFP for qualified engineering and multidisciplinary consulting firms to provide a full suite of professional, environmental, design, permitting, procurement, construction‑management and inspection services for city‑wide redevelopment parcels. Work will be performed on a task‑order basis, with rates submitted for individual services (e.g., Phase I/II ESAs, surveys, demolition plans, utility design, CM/CI, etc.). Firms may submit proposals for the entire scope or selected portions, and hourly rates may be adjusted annually. The contract is anticipated to run for three years, with multiple firms potentially selected to cover the diverse portfolio of vacant or under‑utilized sites.
• On‑call, task‑order delivery for site investigation, environmental assessments, engineering design, permitting, demolition, utility coordination, and construction‑management/inspection.
• Rate‑based pricing (per parcel, per structure, or hourly) with allowance for annual rate increases.
• Ability to bid on the full scope or on individual service categories.
• Expected multi‑year engagement (3 years) across a city‑wide inventory of redevelopment sites.
• Mandatory pre‑proposal virtual meeting (Sept 28) and optional site tours upon request.
