The Tarrant Regional Water District (TRWD) is seeking qualified construction‑management firms to act as Owner’s Project Team representatives for two large‑scale water‑resource projects: the Marty Leonard Wetlands (MLWL) program and the Mary’s Creek Indirect Water Reclamation (MCIWR) project. The selected firms will provide full‑service construction management, schedule and cost control, quality assurance, and resident project representation throughout design finalization, permitting, construction, testing, and close‑out phases. Each project is expected to run from 2028 to 2032, involving major intake structures, high‑capacity pump stations, extensive pipeline networks (up to 90‑inch pressure lines), and multi‑acre constructed wetlands.
• Scope includes contract administration, change order management, schedule tracking, quality and safety oversight, cost/pay‑application review, and coordination with TRWD‑staff, contractors, and third‑party testing firms.
• Resident Project Representative duties: daily site inspections, photographic documentation, daily reports, material verification, and liaison with TRWD GIS and engineering teams.
• Projects located across Kaufman, Ellis, and Henderson Counties (MLWL) and Fort Worth area (Mary’s Creek), with total construction packages delivered via competitive sealed proposals.
• TRWD will embed at least one of its own resident representatives on each CM team; firms must integrate with TRWD’s SharePoint‑based IPL.Net PMIS.
• Submission deadline: November 4 2026 (2:00 pm CT); questions due by October 23 2026.
• One firm may be selected for each project, or a single firm may win both if qualified.
