Description

Vermont’s Department of Health is seeking a full‑service public‑health marketing firm (or a lead agency with approved subcontractors) to develop, produce, and execute tobacco‑control and chronic‑disease communication campaigns statewide. The contractor will conduct audience research, create multi‑year strategic plans, design creative assets, manage media buying across traditional and digital channels, monitor social‑media engagement, and provide detailed performance reporting. The contract is a four‑year, $2.4 M maximum award with one optional 12‑month renewal, and preference is given to Vermont‑based firms and those demonstrating clean‑energy practices. • Conduct formative and ongoing research (focus groups, surveys, IRB‑approved studies) to inform messaging. • Develop annual work plans, budgets, creative concepts, media‑mix strategies, and KPI dashboards. • Produce and place ads (TV, radio, print, digital, social) and manage subcontractors, ensuring all work product becomes State property. • Provide weekly analytics, end‑of‑campaign performance reports, and maintain a single point‑of‑contact for each division. • Meet extensive compliance requirements (conflict of interest, worker classification, climate‑change certification, lobbying, HIPAA/Part 2, data‑security, IP licensing).

Budget estimate

$1,500,000 – $2,400,000

The maximum contract value is $2,400,000 for the four‑year base period. Assuming a prime contractor captures the full award, annual revenue would average $600,000. Realistically, firms may win a portion of the work (e.g., as a lead agency with subcontractors) or negotiate a slightly lower rate, so an expected earnings range of $1.5 M–$2.4 M over the contract term is reasonable. Factors influencing the final amount include the firm’s labor‑rate structure, the proportion of media‑buy spend retained, and any optional renewal year.
