RFP Substitute Services 26-27

The Berlin Borough Board of Education is seeking a qualified vendor to provide comprehensive substitute staffing services for its K‑12 schools on an as‑needed basis. The contract will cover recruitment, credentialing, placement, training, and management of substitute teachers, paraprofessionals, and other certified or non‑certified staff, supported by a web‑based placement and time‑clock system. The award will be based on qualifications, relevant experience, and cost competitiveness. • Positions include substitute teachers, paraprofessionals, counselors, nurses, custodians, secretaries, etc. • Vendor must manage recruitment, credential verification, training, and contingency planning for unmet demand. • Must provide a web‑based absentee management system and automated time‑clock integration. • Contract term is one year (July 1 2026 – June 30 2027) with optional annual renewals up to five years total. • Evaluation weighted 25 pts qualifications, 25 pts experience, 50 pts fee proposal.
