Resource Recovery Services

Camden County is soliciting qualified vendors to provide comprehensive resource recovery services for all non‑recycled solid waste generated within the county. The contract will span 25 years and requires the vendor to process, transport, and dispose of up to 130,000 tons of waste annually, maintain all required permits, and provide a backup disposal capability. Vendors must demonstrate financial strength, appropriate facility ownership or rights, and the ability to post a performance bond based on the estimated contract value. No minimum tonnage is guaranteed, and municipalities are not compelled to route all waste to a designated facility. • Scope: Processing, transporting, and disposing of solid waste at a Resource Recovery Facility (RRF) plus handling ash/residuals. • Contract term: 25‑year agreement, with anticipated start between May 2027 and December 2027. • Qualification requirements: Ownership/rights to an RRF, ≥3‑year operational history, full permitting, financial qualifications (credit rating, equity, earnings, or letter of credit).
