The NOAA Office of National Marine Sanctuaries is conducting market research to identify qualified small‑business vessel charter providers for the Papahānaumokuākea National Marine Sanctuary (PNMS). The contractor will supply a vessel capable of transporting 10‑21 scientists and staff, provide berthing, meals, and laboratory space, and operate small‑boat support for research missions in the Northwestern Hawaiian Islands. The effort will be structured as an IDIQ contract spanning FY27‑FY32, with individual task orders up to 30 sea days per charter, primarily during the May‑September window.
• Provide a vessel (10‑21 passenger capacity) with deck crane/A‑frame for 6,600 lb loads, power (110 V/240 V/480 V), fresh‑water spigots, and satellite communications.
• Deliver qualified crew (USCG‑licensed captain, English‑proficient deck crew) and ensure compliance with USCG safety gear, VMS installation, rat‑free certification, and external hull inspection.
• Offer onboard accommodations, three daily meals, dry and wet laboratory spaces, internet connectivity (≥10 Mbps), and support for up to four 16‑30 ft small boats.
• Meet NOAA’s safety, environmental, and reporting requirements, including pre‑charter inspections, insurance, and indemnification provisions.
• Execute multiple charters over a five‑year ordering window, with each charter limited to 30 sea days plus mobilization/demobilization days.
