Parks & Recreation Strategic Plan Update

The City of Wheat Ridge Parks & Recreation Department is seeking a qualified consulting firm to develop a data‑driven, five‑year strategic plan that sets clear priorities, measurable outcomes, and an implementation roadmap. The consultant will assess the existing 2021 plan, conduct organizational and stakeholder analyses, facilitate engagement sessions, craft a strategic framework with 3‑5 priorities, and deliver an implementation matrix and performance‑management system. Work is to begin in 2027 and be completed within the calendar year, with an expected duration of four to six months and a total budget not to exceed $25,000. • Conduct project kickoff, develop detailed work plan, and manage communications. • Perform organizational assessment, review existing plans, and synthesize findings. • Design and facilitate stakeholder engagement (leadership, staff, commission members). • Develop strategic priorities, objectives, initiatives, metrics, and implementation timeline. • Produce draft and final strategic plan, executive summary, implementation matrix, and performance‑measure framework. • Provide final presentation and all deliverables in editable formats for city staff use.
