PARKS AND RECREATION MASTER PLAN

The Collier County Parks and Recreation Division is seeking a qualified consulting firm to develop a comprehensive Parks and Recreation Master Plan that addresses current facilities, programs, operations, fee structures, staffing, budgeting, and future growth. The consultant will conduct market research, community profiling, open‑space planning, program assessment, and develop phased implementation strategies with cost estimates and funding pathways. Deliverables include a draft and final master plan, market research report, GIS maps, conceptual designs, a 10‑year capital improvement plan, and presentation materials. • Conduct market analysis, demographic and SWOT assessments • Produce community profile and business planning recommendations • Perform site and open‑space assessments, GIS mapping, and land‑use analysis • Evaluate existing programs, services, and fee structures • Develop multiple master‑plan scenarios and conceptual designs for parks, trails, marinas, sports fields, aquatics, etc. • Create phased implementation schedule (5‑, 10‑, 20‑year) with cost estimates and funding strategies • Lead stakeholder outreach, surveys, public workshops, and coordination meetings • Deliver final master plan, implementation strategy, CIP, and supporting graphics and reports
