Erate Consultant

The School District of Greenville County is seeking a qualified consulting firm to serve as the district’s E‑Rate consultant. The consultant will guide the district through every phase of the FCC E‑Rate program—including strategic planning, eligibility analysis, application preparation, competitive bidding support, funding request management, invoicing, reimbursements, audits, appeals, and ongoing compliance. The work requires close coordination with the district’s technology, finance, and procurement teams and must adhere to all FCC/USAC rules. The contract is initially for one year with an option to extend annually for up to five years total, and the award will be based on a competitive RFP process. • Provide strategic E‑Rate planning and identification of eligible Category 1 & 2 services. • Prepare and file all required FCC/USAC forms (470, 471, 486, 500, 472/BEAR, etc.). • Support competitive bidding, review specifications, and ensure compliance with E‑Rate procurement rules. • Manage funding applications, monitor review processes, and handle PIA, selective reviews, and appeals. • Administer post‑commitment invoicing, reimbursement tracking, and reporting of funding status. • Offer ongoing compliance advice and audit support for the life of the contract.
