Judicial Performance Survey

The State of Montana Department of Justice is seeking a qualified contractor to conduct a comprehensive Judicial Performance Survey (JPEC) for a one‑year period. The contractor will serve as a JPEC Surveyor, develop the survey instrument, collect and analyze data, and provide a final report with findings and recommendations. This work is classified under professional services for polling and market research, and the contractor must meet a series of mandatory compliance and certification requirements. • Deliver a full‑cycle judicial performance survey covering the FY 2026‑27 period (July 1 2026 – June 30 2027). • Provide a lump‑sum price for the entire service year; payment terms are Net 30 with no advance. • Satisfy mandatory prerequisites (business information, trade‑secret affidavit if needed, equal‑pay certification, nondiscrimination statements, AI disclosure, etc.). • Submit the proposal by the sealed‑until deadline of June 4, 2026.
