The Administrative Office of the U.S. Courts seeks a cloud‑based, web‑accessible Jury Management System (JMS) under an Indefinite‑Delivery/Indefinite‑Quantity (IDIQ) contract. The award will be a single‑award IDIQ with a 5‑year base period, two optional 5‑year extensions, and possible six‑month service extensions, totaling up to ten years of service. The contractor must deliver design, development, implementation, hosting, operation, maintenance, and full lifecycle support for juror qualification, wheel management, financial integration, and reporting, while meeting stringent security, privacy, and AI usage clauses. The solution must be capable of a pilot deployment in 13 courts, support nationwide rollout, and comply with NIST RMF, zero‑trust architecture, and U.S.‑only data residency.

• Deliver a secure cloud environment (U.S.‑based) with 99.9 % uptime, sub‑2‑second transaction response, disaster‑recovery (RTO 4 hr, RPO 1 hr), and continuous monitoring per NIST 800‑53 Rev 5.
• Support pilot courts, migration of legacy data, role‑based access controls, cryptographically defensible randomization (NIST SP 800‑90A/B), and extensive reporting/analytics feeding the Judiciary Enterprise Data Warehouse.
