Description

The National Highway Traffic Safety Administration (NHTSA) will issue a multiple‑award Indefinite‑Delivery Indefinite‑Quantity (IDIQ) contract to support its Experimental and Mathematical Biomechanics Injury Research (EMBIR) program. The work focuses on advancing vehicle‑safety science through experimental biomechanics testing, anthropomorphic test device (ATD) development, computational modeling, and crash‑data analysis. This contract is structured with a two‑year base period and up to three one‑year options plus a six‑month extension, allowing a maximum performance window of about five years. Interested firms must be registered in SAM and capable of delivering research services under various contract type formats (CPFF, Cost‑No‑Fee, FFP, or hybrids). • Conduct experimental testing of human injury tolerance and develop injury risk functions. • Design, fabricate, and validate anthropomorphic test devices (ATDs) for crash testing. • Perform high‑fidelity computational simulations (finite‑element, multibody) and validate them against experimental data. • Analyze real‑world crash and injury datasets, applying advanced analytics including AI/ML. • Contribute to the creation and validation of injury criteria and performance metrics for future vehicle safety standards.

Budget estimate

$5,000,000 – $25,000,000

No ceiling amount is disclosed, but comparable NHTSA research IDIQs have awarded between $1 – 5 million per year. Over the potential five‑year span, total contract values could range from roughly $5 million to $25 million, depending on the number and scope of task orders awarded. Factors influencing the final amount include the number of awarded task orders, the complexity of experimental vs. modeling work, and any optional extensions.
