Enhanced Communications

The State of Delaware DHSS Division of Developmental Disabilities Services seeks a vendor to provide “enhanced communications” professional services. The work consists of facilitated communication visits with Deaf individuals who use American Sign Language (ASL) in residential habilitation settings, plus brief training sessions for Direct Support Professionals. The vendor must supply ASL‑fluent staff, develop travel routes across all three Delaware counties, and deliver regular progress and usage reports while complying with HIPAA, confidentiality, and data‑security requirements. • Conduct in‑person facilitated communication visits (up to three homes per day, twice weekly) for approximately 15‑25 Deaf service‑recipients. • Provide 20‑minute ASL‑focused training/education sessions for support staff, either in‑person or virtual. • Submit monthly usage reports, quarterly subcontractor diversity reports, and maintain required insurance, licensing, and background‑check compliance.
