Debt Collection Support

The City of Cincinnati is seeking up to two external debt‑collection firms to handle the full spectrum of collection activities for municipal accounts, including research, communication, litigation, and post‑judgment enforcement. Firms will be compensated on a contingent‑fee basis (20 % of gross proceeds for non‑litigated recoveries and 27 % for litigated recoveries) and must be licensed to practice law in Ohio. The contract is a one‑year term with the possibility of up to three annual renewals, and each awardee can expect approximately $150 k in referred account balances per month. • Provide end‑to‑end debt‑collection services (skip‑tracing, letters, calls, lawsuits, settlements). • Must be admitted to Ohio courts; litigation requires explicit City approval. • Submit required corporate, affidavit, and insurance documentation via the Bonfire portal by April 8, 2025. • Monthly reporting of all collection activity, fees, costs, and net proceeds is mandatory.
