Description
The Houston‑Galveston Area Council (H‑GAC), in partnership with Liberty County, is seeking a qualified contractor to update the 2022 Liberty County Mobility Study and produce a comprehensive county‑wide mobility plan for 2028. The effort will involve data collection, travel demand modeling, assessment of current and future transportation needs, evaluation of alternative solutions, and extensive public outreach. The final plan must integrate land‑use trends, prioritize safety and mobility, and propose a high‑quality roadway network that can accommodate rapid regional growth.
• Update existing 2022 mobility study with current traffic, demographic, and land‑use data.
• Conduct travel‑demand forecasting and scenario analysis for the next 5‑10 years.
• Identify and evaluate multimodal transportation alternatives (road, transit, bike, pedestrian).
• Perform safety and performance assessments of existing infrastructure.
• Lead public outreach, stakeholder workshops, and community surveys.
• Deliver a written mobility plan, GIS maps, and presentation materials for County officials.
