Description

York County seeks qualified consulting firms to develop comprehensive Total Maximum Daily Load (TMDL) Implementation Plans for the unincorporated portions of the Steele Creek and Tools Fork watersheds. The plans must satisfy the South Carolina Department of Environmental Services (SCDES) NPDES General Permit for storm‑water discharges from regulated separate storm sewer systems, providing a clear pathway for pollutant load reductions and compliance. This effort requires expertise in water quality modeling, watershed analysis, stakeholder coordination, and regulatory reporting. • Develop detailed TMDL implementation strategies for two watershed areas. • Conduct data collection, modeling, and analysis to quantify pollutant loads. • Prepare regulatory‑compliant documentation and recommendations for local stakeholders. • Coordinate with SCDES and other relevant agencies to ensure alignment with permit requirements. • Deliver final plans on schedule, ready for adoption by York County.

Budget estimate

$100,000 – $500,000

Based on similar municipal watershed‑management contracts, a comprehensive TMDL implementation study for two watersheds typically ranges from $100,000 to $500,000, depending on data availability, modeling complexity, and stakeholder engagement requirements. The lower end assumes readily available data and limited field work, while the upper end reflects extensive surveys, advanced modeling, and extensive coordination with multiple agencies.
