The Indian Health Service (IHS) is issuing a commercial‑items RFQ to establish one or more Blanket Purchase Agreements (BPAs) for non‑personal Hospitalist physician services across the Phoenix Indian Medical Center and other IHS facilities in the Phoenix area. The contract will be a 5‑year BPA (Jan 1 2027 – Dec 31 2031) with a single fully‑burdened hourly rate per ordering activity; no separate premiums for nights, weekends, overtime, travel, or lodging are permitted. Contractors must be qualified Indian Small Business Economic Enterprises (ISBEEs) and must submit three representative Hospitalist CVs along with the pricing schedule. The government will evaluate proposals using estimated annual contractor hours (e.g., 4,152 hrs for the Whiteriver Service Unit) but does not guarantee any minimum staffing levels or funding.
• Scope: Provide on‑site Hospitalist coverage (day, night, weekend, holiday) for PIMC and affiliated Phoenix‑area IHS facilities; recruitment, credentialing, scheduling, and continuity are contractor responsibilities.
• Pricing: One fully‑burdened hourly rate per ordering activity (covers wages, fringe, travel, lodging, insurance, overhead, profit, etc.); rates are evaluated against estimated hours, no separate shift premiums.
• Eligibility: Must be an Indian Small Business Economic Enterprise (ISBEE) under the Buy Indian Act; must register in SAM and complete the IEE Representation Form.
• Delivery: Services performed under individual BPA Calls issued as needs arise; each Call will specify authorized hours, funded ceiling, and invoicing requirements (electronic via Treasury IPP).
• Evaluation: Technical capability, past performance, and price; proposals must include three Hospitalist CVs and a completed Attachment B pricing schedule.
